JOINT PUBLIC ANNOUNCEMENT OF THE VIETNAMESE AND FILIPINO COMMUNITIES IN ITALY TO PROTEST AGAINST THE CHINESE GOVERNMENT

After three decades of accumulation and strengthening of economic, financial and military forces, China is adopting expansionary policies in the region of South-Eastern Asia-Pacific with the ambition to take over the entire continent of Asia, and then use  Asia as a springboard to pursue the dream of world hegemony
 
The expansionist policies of the Chinese government are being implemented in various forms: using exports as a lever to earn foreign currency, and using that currency amount available, China has penetrated the global financial markets by expanding investments or even appropriating the financial structures and the economic productive installations in many industrialized countries in the world, from Europe to America, from Asia to Africa, from the East to the West, with the aim to control, or at least influence,  the economic and financial world in a  favorable manner to China .

In addition, in recent decades, China has significantly increased investments in defense, with the aim to renew and modernize its army in all sectors: land, sea, sky ... and even in the world of cyberspace.

Especially from  a military point of view, the Chinese military forces are intensifying the activities of provocation, aggression and illegal occupation of territorial waters and airspace of several countries in the region of South-Eastern Asia-Pacific, for example, the invasion of the Scarborough reef  in the Philippines (April/2012), or defining   an air defense identification zone(ADIZ) over the Senkaku Islands in Japan (November/2013), the invasion of the Paracel islands (1974) and parts of Spratly islands (1988) of Vietnam, and more recently, since the beginning of May 2014, China has blatantly and illegally placed the offshore drilling platform “Haiyang Shiyou 981” in  Vietnam’s exclusive economic zone (EEZ), thus ignoring all rules of  international law.

It’s easy to understand that all these activities of provocation, aggression and illegal occupation of the Beijing government are meant to affirm the desire to forcibly occupy the entire maritime area of South-Eastern Asia-Pacific defined as the operation of “The ten-dotted U-shape line” covering an area of ​​territorial waters declared sovereign of China that stretches from the coast of southern China to the maritime zones of Malaysia and Indonesia.

All these actions show that China is pursuing in the area of South-Eastern Asia has not only seriously violated the sovereignty, sovereign rights and jurisdiction of the countries in the area, but has also seriously compromised peace, stability and security in the region, in evident violation international rights, in particular of the “United Nations Convention on the Law of the Sea”  issued in 1982 (UNCLOS) and of the "Declaration onConduct of Parties in the South China Sea" (DOC) signed between China and ASEAN in 2002, thus increasing the risk of an armed conflict.

Throughout human history, there have been many atrocious wars, full of human suffering and destruction, and in the end, we realized that wars have not brought any benefit to our countries, nor to other countries, let alone the world.

The war has never been and never will be the solution to  any conflict. The Vietnamese and Filippino  peoples are peace-loving people, just as the vast majority of the Chinese people probably are. Many countries and organizations in the world have condemned the aggressions and illegal actions of China, even many Chinese people have expressed their opposition to the acts of the Chinese government.  all three countries must unite and oppose any conflict, aggression or attack that could potentially blow up an unfair  war, and do everything possible to establish stability and security in the region.


Together with the Italian people, Vietnamese and Filipino  people wish to launch an appeal :


  1. to denounce all activities of provocation, aggression and violation of territorial integrity of the Chinese government to the countries in the region.
  2. to ask the Chinese government to put an immediate end to all activities of provocation, aggression and violation and to respect the international laws , the “United Nations Convention on the Law of the Sea 1982(UNCLOS), and carefully apply the “Declaration on Conduct of Parties in the South China Sea(DOC) signed in 2002.
  3. to ask the Chinese government to stop immediately all construction activities on the islands illegally occupied and to compensate the damages caused to Vietnam and the Philippines.
  4. to ask the Chinese Government to  take all the moderation and to avoid actions that could undermine peace and stability in the region; and to settle disputes by peaceful means, without using or threatening to use force.
